Preheat the oven to 170°C. Line 2 baking trays with baking paper.
Sift together the cake flour, baking powder and NOMU Cocoa powder into a bowl and set aside.
With an electric mixer, cream together the softened butter and SWEETLY Baking Sugar Substitute until light and pale in colour.
Mix in the dry ingredients slowly until the mixture comes together to form a soft dough.
Working quickly, roll teaspoon measures of dough between the palms of your hands and flatten into small round discs with your fingertips, ± ½ cm in height. Arrange on the baking trays with enough space in-between for spreading.
Bake the biscuits for 15-20 mins. Remove from the oven and place them on wire racks to cool completely before icing.
TO PREPARE THE CHOCOLATE FILLING
Heat the cream in a small saucepan over medium heat but do not allow to boil. Sift together the NOMU Cocoa Powder and SWEETLY Baking Sugar Substitute and then whisk into the milk and allow to gently simmer until slightly thickened. Remove from the heat and whisk in the butter until smooth.
Pour into a bowl and place some cling film directly onto the surface of the sauce so that it does not form a skin. Allow to cool for a few hours or refrigerate until spreadable.
Place ½ teaspoon of the chocolate filling onto the base of one chocolate biscuit and sandwich with another biscuit. Repeat with all the chocolate biscuits.
